In 2024, Community Preservation Partners (CPP) took action to preserve Normandie Villas, a 25-unit affordable housing community in the historic Adams-Normandie neighborhood of Los Angeles. Just one mile from the University of Southern California and five miles from downtown, the property offers 15 two-bedroom and 10 three-bedroom homes, making it a rare and essential resource for families in a city where larger affordable apartments are in short supply.
But behind its prime location, the community was showing its age. Built in 1983, Normandie Villas had gone more than 40 years without any major renovations. Outdated interiors, aging utility systems, and limited accessibility placed growing strain on residents. Adding further urgency, the affordability restrictions on Normandie Villas were set to expire in 2027, putting families at risk of displacement in a region already facing a housing crisis.
Our Mission: Preserve and Enhance
By investing in the preservation of the Normandie Villas, CPP saw an opportunity not only to preserve affordability, but also to reimagine Normandie Villas as a modern, family-centered community.
With a $20.6 million development plan, including an $11.5 million acquisition investment and a $165,916 per-unit renovation budget, CPP set a vision to improve safety, efficiency, and quality of life for residents now and to come.

Beyond the physical improvements, CPP partnered with LifeSTEPS to provide on-site resident services, including adult education, health and wellness programs, and skill-building workshops designed to support long-term stability.
Financing the Future
Transforming Normandie Villas required collaboration across public and private partners. CPP worked with the California Tax Credit Allocation Committee to secure 9% Low-Income Housing Tax Credits, with WNC & Associates serving as equity partner. Banc of California provided construction financing, while KeyBank will deliver permanent financing through a Freddie Mac product.
To ensure long-term affordability, CPP renewed the Section 8 Housing Assistance Payment contract through 2044. Homes will remain reserved for families earning between 30% and 60% of Area Median Income (AMI).
A Lasting Impact
Renovations are scheduled for completion in June 2025. When finished, Normandie Villas will offer families modern, energy-efficient homes in one of Los Angeles’ most dynamic neighborhoods. With improved living conditions, enhanced amenities, and supportive services, the community will provide more than just housing, it will provide opportunity, security, and dignity for generations of families.
