Just steps from downtown Buffalo’s central business district, Ellicott Park Townhomes has long been a vital source of affordable housing for local families. The 220-unitcommunity, spread across 21 townhouse-style buildings spanning nearly nine acres, provides stability for residents in a highly connected and re-emerging neighborhood.
But years of deferred maintenance and aging infrastructure placed the community at risk. With 150 of its units supported by Section 8 subsidies, the loss of Ellicott Park would have been devastating, further straining a city already challenged by high demand and limited affordable housing supply. Families faced the very real threat of losing safe, stable homes in one of Buffalo’s most opportunity-rich locations.
Reinvesting in Families. Restoring Community.
Community Preservation Partners (CPP), in partnership with Rochester’s Cornerstone Group, saw the chance to do more than renovate a property, they could protect affordability and reimagine community life for hundreds of families.
With a $54.7million total development investment, including $14.2 million in renovations, CPP committed to a resident-first approach: modernizing homes, revitalizing infrastructure, and minimizing disruption during construction.
Upgrades include:
· In-unit improvements: Full kitchen and bathroom replacements, ADA conversions, and new flooring, fixtures, and finishes.
· System upgrades: Repair and replacement of majorbuilding systems for long-term reliability.
· Exterior restoration: New windows, masonryrepairs, and roof improvements to strengthen durability and enhance curbappeal.
· Community amenities: A new playground, gazebo, dog park, BBQ grills, and bike racks to foster recreation and connection.
· Site enhancements: Repaved parking, safer pedestrian pathways, and accessibility-focused upgrades throughout the property.

PNC and Redstone are serving as key financial partners, providing equity and tax-exempt financing that made this investment possible. Together, these collaborations ensure Ellicott Park will remain an anchor of affordability for years to come.

Renovations at Ellicott Park Townhomes were completed in Spring 2024, transforming the community into a revitalized, modern neighborhood, offering residents not just updated homes, but safer surroundings, new amenities, and expanded opportunities for connection and stability.
By preserving all220 units, including 150 Section 8-supported homes, CPP and its partners reinforced their shared mission: to revitalize communities, safeguard affordability, and give families across upstate New York the foundation to thrive.
